Short Answer: Yes, you can own a security badge, as long as it does not resemble a Victorian Police Badge, you must not impersonate any type of Licensed Officer within the state of Victoria.

It is generally not an offence to own a genuine, legally issued private security badge or identification if you are a licensed operator, provided you use it strictly for authorized, on-duty security work.
However, it is a criminal offence in Victoria if you: ®
Display or use a badge that resembles Victoria Police: The unauthorized use of the Victoria Police crest or any badge deceptively similar to it is a breach of trademark and the Victoria Police Act 2013. ®
Work without a valid licence: It is illegal to work as a private security guard or crowd controller without the correct licence or permit issued by the Victoria Police Licensing and Regulation Division. * Metropolitan Guard Services
Misrepresent yourself as a police officer: Possessing, using, or supplying Victoria Police identification or equipment without authority is a serious offence. ® Victoria Police
Fail to wear or display your ID: It is a breach of your licence conditions to fail to wear your issued numbered security badge while performing crowd control or on-duty security activities.
